大型体育赛事场馆设施的民营化探析

摘　　要：在借鉴国外体育场馆设施民营化成功经验的基础上,分析国内场馆设施民营化的现状;指出PPP、BOT及其衍生方式、服务外包、委托经营管理承包或租赁经营等应是国内可行的民营化方式,在场馆设施民营化过程中应注意保护在职职工的合法权益、避免国有资产流失、发挥社会效益、引入竞争机制以及对民营化的认识等问题;提出更新观念,合理选择场馆设施民营化的方式和强化政府对场馆设施民营化的监管等建议。Based on using foreign successful experience in the privatization of stadium-gyrnnasium facilities for reference, it analyzed the status quo of the privatization of domestic stadium-gymnasium facilities, pointed out that PPP, BOT and its mode of derivation, contracting-out service, the contracting of commission operation management or leased operation etc. should be feasible privatized forms, and it ＇ s necessary to pay attention to the issues of protecting the lawful rights and interests of workers and staff members in service, avoiding the loss of state-owned assets, giving play to social beneficial results, introducing competitive mechanism and understanding of privatization in the privatized process of stadium-gymnasium facilities, and brought up such suggestions as renewing concept, properly choosing the mode of the privatization of stadium-gymnasium facilities, intensifying government＇ s supervision to the privatization of stadium-gymnasium facilities and so forth.
