摘　　要：加强领导，建立健全各级考聘委员会是做好评前推荐工作的组织保障；严肃申报程序，建立规范的管理制度是做好评前推荐工作的制度保障；坚持严格考核，公平竞争原则，建立人才竞争机制，合理调整相应政策是做好评前推荐工作的政策保障；认真贯彻落实知识分子政策，把工作做到知识分子的心坎上是做好评前推荐工作的思想保障。To push the grading work well on the way to the assessment of personal professional title, the strengthening of the leadership and the complete establishment of different levels of examination committees are an organizational guarantee; the disciplinary enforcement of the reporting process and the setting up of the normal management system an institutional guarantee; the insistence on the principle of strict examination and fair competition, the formation of a competitive personnel system, and a rational adjustment of relevant government rules and regulations a policy guarantee; and finally the serious implementation of the Party's policy toward intellectuals and the winning of their hearts an ideological guarantee.
