摘　　要：通过对存在问题的剖析,从政府行为角度提出了建立多元化、多层次、多渠道的投资机制及资产经营管理机制,建立和完善产权制度,建立配套的政策法规体系,改革现有组织机构职能,建立适应市场经济体制的科研管理体系,以及建立水土保持生态补偿机制等水土保持产业化政策,为我国政府推动水土保持产业化提供了相关政策咨询。By analysing of the exsiting problems, from the angle of governmennt, established diversified, multi -level and multi -channel investment mechanisms and asset management mechanisms, and established and improved the system of property rights, supported policies and regulation system. Pointed out to reform the existing organizational functions, establish scientific research management system that suitable for market economy, and build ecological compensation mechanism are proposed for the government to promote the industrialization of soil and water conservation.
