摘　　要：随着电力事业迅猛发展,有关电能质量的问题越发引起人们的重视。电压波动常会引起许多电工设备不能正常工作,所以对电压波动和闪变进行准确的测量具有重大意义。本文根据国际电工委员会制定的闪变仪设计规则,通过Matlab/Simulink进行数字化仿真,并应用于实际工程测量、分析。With rapid development of the economy, people are focusing on electric power quality ever since, Voltage fluctuation generally causes many kinds of electric apparatus working improperly even dam- aging. Therefore, it is substantially important to measure voltage fluctuation and flicker accurately. According to the design specifications for flicker published by the International Electrotechnical Commission （IEC）, the digital model is simulated by Matlab/Simulink, and then is applied in actual measure and analysis for projects.
