摘　　要：非机动车辆因缺乏有效的管理而频繁被盗已成为不少城市的一个顽疾。该文研究了建立城市非机动车辆管理体制、实现城市非机动车辆有效管理的可行性。通过借鉴其他城市的管理办法,综合各类技术,辅之必要管理制度,设计并实现了基于网络环境的城市非机动车辆管理系统。Nowadays non-automatic vehicles have been stolen frequently, which has become a persistent ailment in many cities. Through a wide research and feasibility study on how to establish a management system of city non-machine vehicles and how to effectively realize it, this paper gives a proposal on the realization of this management system by means of modernization and completes the design and research work of the management system of city non-automatic vehicles based on net.
