行政生态向生态行政嬗变:代际公平理念嵌入

摘　　要：行政生态存在的重大理论缺失使其难以有效指导公共行政以解决资源环境问题。资源环境问题本质上属于代际公平的范畴,从代际公平的本义切入,寻求政府管理与代际公平的契合,就是要推行生态行政。生态行政是对行政生态的修正和政府处理资源环境问题及维持社会代际公平的必然选择。推行生态行政需要从斧正行政目标、强化政府环保责任、平衡政府权能、完善绩效评估指标体系、约束政府生态管理行为等方面加以实现。The theoretical flaw in administrative ecology hinders the public administrative solution to the natural resource and environmental problems, which in nature are issues of generational fair. The definition of generational fair and its smooth match with governmental administration asks for the ecological administration, which is the correction to the administrative ecology and the natural choice of the government in dealing with resource and environmental issues as well as in assuring the generational fair. Ecological administration is to be achieved by the govermment to modify the goal, emphasizing the responsibility for the environment, balance its power, improve its assessment system, and restrain its governing actions.
