摘　　要：我国公路特许经营存在立法层次低、系统性差、偏重行政、缺乏可操作性等问题。需要制定专门法,加强收费公路特许经营、特别是特许经营质押相关规定的民事研究。In our country defects exist in highway franchising such as low level in legislation, poor in systematicness, stressing administration at the expense of operation and so on, we should make specialized laws, strengthen civil study in toll highway franchising, specially in correlative regulation concerning pledge of franchising.
