国家能源安全的作用机制分析

摘　　要：能源、经济、社会是一个复杂的大系统,通过它们之间关系的分析,界定国家能源安全的前向和后向作用机制。采用因素分析法,通过对前向作用机制的分析,归纳出影响国家能源安全的因素包括国际和国内两个方面,而国内方面又包括国内经济因素、安全控制力因素和能源本身因素三个部分;依据社会福利准则,构建效用函数模型,通过对后向作用机制的分析,说明促进国家能源安全对社会福利水平的提升,主要应该通过提高消费效用弹性(q值),降低贴现率(r值)和延长能源耗竭期(T年)三种途径。Energy, economics and society are a complex system, the forward and backward work mechanism are definite through the analysis on the relationship between them. The influential factors including international and national ones, and the national ones consisting of indexes on economy, security--control-ability and energy are induced through the analysis on the forward work mechanism by factor--analysis method. According to social welfare law, by building the effectiveness function and analyzing the contribution of energy security to social welfare, the way to improve the social welfare of energy security is the elasticity of utility for consumption（ q ）, the discounting level（ r ）and the energy exhausted period（T）.
