摘 要:介绍了国内外城市河道整治的发展过程(历经初级阶段、工程阶段以及环境阶段),并以上海地区为例,从河流功能定位、整治目标、存在的问题、整治措施、整治项目环境影响评价及后期环境监测等6个方面探讨了目前国内城市河道整治存在的问题。在此基础上,从整治理念、技术方法、时空尺度、公众参与等层面提出了整治目标的科学设定、综合系统方法的实施、适应性管理的应用、流域尺度的拓展以及全社会的共同参与等河道整治的发展趋势。The development process of urban river regulation, including primary phase, engineering phase and environmental phase at home and abroad was introduced. Taking Shanghai region for example, the problems existing in the present urban river regulation at home and abroad were discussed from aspects of river function location, regulation goal, existing problems, regulation measures, environmental impact assessment and subsequent environmental monitoring. Based on this, the scientific setting of regulation goal, the implementation of comprehensive method, the application of adaptive management, the development of catchment scale and widely public participation were presented as the main trends of river regulation in the future.
