摘 要:目的:了解计划生育系统为流动人口推广避孕节育方法开展宣传教育工作的现状,以及现有可利用的资源状况,评价现有的工作水平,为进一步开展干预研究提供依据。方法:采用现状分析方法,包括:个人深入访谈,小组集中讨论,出口访谈;清仓查库、现场观察。结果:宣教理念逐步转变,宣传形式不断创新,宣传教育的内容更加全面、系统,注重个性化服务,使得群众对宣传教育的接受性有所增强,个性化服务提高了宣传教育的可及性。不足之处一是目前的宣教覆盖率尚不足50%;二是宣教人员多为兼职,工作任务繁多,计划生育宣传力度不够;三是宣教人员专业化程度不高,避孕药具的专业知识尚显不足,不够专业,健康教育和避孕指导的效果难以满足需求。建议:利用广播电视等大众媒体加强现居住地流动人口计划生育政策和服务信息的宣传,提高流动人口的知晓率;加强计划生育健康教育专业化队伍建设,引进和培养健康教育、生殖健康咨询专业人士,提高宣传教育服务质量和效率;针对流动人口的特点,选择几种目前他们比较容易接受的宣传教育方式试点,注重效果评价及成本效益分析,增强宣传教育的可接受性和可持续性。Objective : To understand the status quo of developing publicity and education on promoting contraceptive and birth control methods for floating population as well as existing resources available in the family planning system, and to evaluate the present working level and provide a basis for the intervention study further. Methods: Prevalence survey method was adopted including: in -depth individual interview, focus group discussion, export interview, stockpile inventory and on -site observation. Results: The success lay on: the changing concepts, continuously innovating ways, more comprehensive and systematic content of publicity and education, and was focused on individualized service. With the innovation of ideas and ways, the acceptance of public education was enhanced; and the awareness and access of public education was also increased by individualized service. However, the deficiency still existed. Firstly, the current coverage rate of public education was less than 50%. Secondly, the efforts in publicity were not enough because the teaching staff were mostly working for part - time with heavy work. Thirdly, the effect of health education and contraceptive advice was difficult to meet the demand due to not higher specialized degree of the teaching staff and lacking of contraceptive knowledge. Conclusion : It is recommended that radio, television and other mass media should be used to strengthen the publicity of the family planning policy and service information for floating population living in the current place of residence to improve the awareness rate of the floating population. The construction of professionalized personnel for family planning and health education should be strengthened, and specialized personnel for health education training and reproductive health consultation be attracted to increase the service quality and efficiency of publicity and education.
