The Latest Progress of Legislation of Network Intellectual Property in 2007 and the Corresponding Strategies Taken by the Library

摘　　要：世界知识产权组织1996年主持制定的两个国际著作权条约(WCT和WPPT)于2007年6月9日在我国正式生效。随着两个条约的生效,2007年我国网络知识产权立法和管理又有了新的进展。本文简要回顾WCT和WPPT的产生背景,介绍我国立法机关和相关政府部门为适应国际著作权保护要求所做的工作,分析两个条约在中国生效的影响,提出图书馆界面临的挑战和针对信息网络传播保护需求应当采取的对策。WCT and WPPT established by World Intellectual Property Organization in 1996 come into effect on June 9,2007 in China. In view of the effects of the two treaties, the legislation and management of our network intellectual property in 2007 have developed further. This article gives a general view about the background of the birth of WCT and WPPT, introducing the corresponding work done by the legislative authorities and government departments to adapt to the requirments of the protection of international copyright. At the time of analying the influence of the two treaties＇ being in operation, the challenges and the appropriate measures taken by the libraries in view of the protcetion of computer-mediated communication are taken into consideration.
