摘　　要：介绍了洪水管理理念在国际上的萌芽和发展过程,详细分析了洪水管理在我国的发展历程,指出国内外洪水管理研究的不同之处,并对洪水管理研究在我国的未来发展进行了展望。The embryonic, development of flood management＇s principle among nations were Introduced. The flood management＇s development process in China was analyzed in detail The different place was pointed out at home and abroad. Its definition and content were elaborated and its future research development in China was viewed.
