从虚拟货币的生命周期论金融监管体系构建

摘　　要：虚拟货币具有完整的产品生命周期特性,并且在货币发行上呈现出新的特征,虚拟货币本身的稳定性与坚实性,虚拟货币赎回问题都对金融稳定性提出了挑战,而虚拟货币的虚拟性和跨国界交易的跨时空特性对反洗钱等金融监管活动提出了挑战。本文从新巴塞尔协议入手,探讨现代金融监管的特征,通过对虚拟货币生命周期的分析和对现代金融监管带来的挑战,并比较国际上现有的虚拟货币监管框架,阐述并提出虚拟货币监管体系构建框架,提出了虚拟货币监控机制的6个核心问题。Virtual Money has the whole lifecycle, and it appears new feature on the issue mechanism of E - Money. These new feature also include the stability and the soundness of Virtual Money, the redeem problem of Virtual Money, virtual ability and the ability of through time and space, all above has brought out the challenge on the activity of financial supervision. At first, the thesis discusses the new character of modem financial supervision based on Basel Ⅱ. Then the thesis analyses the lifecycle of Virtual Money and the problem which Virtual Money has brought out, and compares the framework of financial supervision in the world. At last the thesis sets forth the framework of the system of financial supervision of Virtual Money, especially its six core parts.
