摘　　要：在社会的权力体系结构中,不仅宪法秩序、利益集团的构成与力量对比以及利益集团的博弈方式和公共决策形式能在相当程度上影响到地方政府的制度创新选择;而且相关行动团体的支持力度、制度资源的约束以及制度需求与供给均衡状况、以社会文化意识形态结构因素为代表的非正式制度因素的状况以及政治企业家个性等方面因素也能在相当程度上影响和制约着地方政府的制度创新行为。In the structure of social power system, such factors to great degree influence local government＇s system innovation as the Constitution order, the construction of interest group and their mode of gambling, and the forms of public decision - making. Furthermore, the support of some relevant acting bodies, the restriction of system and resources, the balance between the need and supply of system, the non - governmental system factors represented by social cultural ideology and the personality of the politicians may confine and influence local government＇s system innovation as well.
