摘　　要：我国农村社会保障制度的缺失在一定意义上可以归因于价值取向上的偏差。本文在维护和实现社会公平和正义、构建和谐社会的时代背景下,结合公平分配的理论,特别是罗尔斯的公平正义论带给我们的启示,基于经济伦理的视角,在公平正义的价值观指导下系统地探讨我国农村社会保障制度的构建具有重要的理论与现实意义。The absence of the rural social security system in China is partly attributable to the traditional value orientation. In our time when realizing and maintaining social equity and justice and building a harmonious society have become the theme, it is meaningful , both theoretically and realistically, to explore the building of rural social security system in China in a systematical way from the perspective of economic ethics , combining the equitable distribution theory , especially the Theory of Fairness and Justice of Rawls and with the equitable and just value as the guide.
