摘　　要：文中为了明确中国电信数据网信息系统安全工程过程中的实施能力是否满足现实的安全需求,文中借鉴针对信息系统安全工程领域提出的具有较高可靠性的模型——系统安全工程能力成熟度模型(SSE-CMM)以及电信数据网系统结构自身特点,给出了一种电信数据网的安全能力成熟度原型评估框架及计算方法。该原型框架和计算方法对中国电信数据网信息系统安全能力成熟度评估的实施具有一定指导价值。In order to verify whether China＇s telecommunications capability can satisfy the needs for real security in telecommunication data-net information systems security engineering process,this paper, making reference on the high-reliability model implementation capacity to suffice for the real security needs , in this paper, used for reference information-System Security Engineering Capability Maturity Model （ SSE-CMM）-and the features of the telecommunications data-net structure itself, proposes a prototype capability method for calculation. The prototype framework and calculation method would be of guidance for capability maturity assessment in telecommunication data-net information system security engineering process
