应用Delphi法建立县级疾控机构综合效益评价指标体系的探索

摘　　要：目的建立一套适宜于县级疾控机构综合效益评价的指标体系。方法采用改进的Delphi法进行2轮咨询。结果2轮咨询专家的权威系数分别为0.776和0.766,专家意见的协调系数分别为0.23和0.41,经专家评议,初步建立县级疾控机构综合效益评价指标体系共37项,其中一级指标3项、二级指标34项。结论本评价指标体系的建立考虑了县级疾控机构综合效益的各个方面,且简便易行,能较好地体现"预防为主"的政策导向,具有一定的实际应用价值。OBJECTIVE To establish a set of index system for integrated benefits appraisal that was applicable to the disease control and prevention institutions at county level. METHODS The improved Delphi method was applied to carry on a two-round＇s consulta- tion. RESULTS Experts＇authority coefficients in the two-round consultation were 0.776 and 0.766 respectively, and the corresponding coefficients of experts＇opinion were 0.23 and 0.41 respectively. After experts＇discussion and appraisal, a primary integrated benefits＇ appraisal system with 37 indexes among disease control and prevention institutions at county level was established, among which, three were first level indexes and 34 second level. CONCLUSIONS The establishment of this appraisal index system took every aspect of disease control and prevention institutions＇integrated benefits into consideration; moreover, it＇s easy to practice and well incarnates the policy orientation of ＂prevention dominating＂ . It has a certain value in practical application.
