摘　　要：上海区县国资委履行出资人职责、对区属国有资产的监管是整个上海国有资产监管的有机组成部分,但区属国有资产与市属国有资产相比,有其自身许多特点;同时,虽区属国资监管模式基本形成"三个层次"的框架,但在具体运作过程中各区县国资委又有较大的不同。The organizations of state-owned assets supervision and administration in district and county of Shanghai perform the responsibilities of investor on behalf of the state respectively, their supervision and administration are an organic part of all state - owned assets affiliated with Shanghai. The state-owned assets affiliated with the district and county have characteristics distinguishing from affiliated with the city in many aspects. Their mode has built a basic framework of ＂three level of supervision＂, but the operations among their many organizations have quite different.
