略论发展循环经济与政府职能转变

摘　　要：文章论述了发展循环经济背景下政府职能的转变,首先从理论上分析政府职能转变是发展循环经济、实现经济增长方式转变的必然要求,然后把政府职能定位在政府主导、公共服务两方面,在当前形势下,政府应完善宏观调控、强化公众参与,加强规划职能、调节职能、协调职能、保障职能、培育职能。This paper discusses the government＇s function transformation in the background of developing recycling economy, firstly analyses the government＇ function transformation being necessary demand of developing recycling economy and achieving the changes of increasing mode of economy in theory. Secondly, orientates the government＇ function on dominant location and public service. Currently, the government should consummate macro- control, strengthen the public participated, pay more attention to fountions of programming, adjustion, harmony, ensure and cultivation.
