摘　　要：文章通过分析技术性贸易壁垒发展的新趋势——技术标准与知识产权相结合,考察了两者结合的特点、作用机理以及技术标准与知识产权中专利技术的交叉使用问题,提出了突破壁垒、科学构建我国技术标准体系的一些设想。The paper illustrates the new development trend of technical trade barrier, which is the combination of the technical standards and intellectual property rights,analyses the characteristics, affecting mechanism and problems, and puts forward some suggestions on the building of the technical standards system in our own country.
