摘　　要：公共品有效、公平提供已成为当前影响我国社会经济发展的重要问题之一。依据公共选择学派的分析逻辑,政府公共品供给的外部性与公共决策制度的功能缺陷、公共决策行为的主体缺失密切相关。因此,完善和优化公共选择过程的制度建设就成为防止政府公共品供给行为负外部性的必然选择。Public goods' effective and fair supply has become one of important issues that exert impact on our current economic and social development.According to the Public Choice Theory,external cost of government's public goods supply behaviors are closely related to the prospective of the dysfunction of the public decision-making system and the lack of public decision-making behaviors。So,it's necessary to optimize the public decision-making behaviors in order to avoid external cost of government's public goods supply behaviors.
