西方发达国家人本行政的基本经验及其启示

摘　　要：党的十六届三中全会提出了以人为本的科学发展观,人本行政是以人为本理念在行政管理领域的具体运用。全球化时代也是管理人本化的时代,人本行政已成为国际社会的共识。借鉴西方发达国家人本行政的基本经验,加强我国的人本行政管理建设。The third plenary session of the 16th central committee of CPC put forward the view of scientific development which takes human beings as fundament, when the concept of taking human beings as fundament is applied to the field of administration, it means taking human beings as fundament in administration. Foreign governments take some measures to attain the concept of taking human beings as fundament in administration. Based on foreign governments＇ experience, this essay raises some advice on China＇s taking human beings as fundament in administration.
