云南省林地资源管理存在的问题及对策浅析

摘　　要：分析了目前云南省林地资源管理存在着林地资源信息的获得、更新及管理滞后、林地逆转呈上升趋势、林地资源流转不规范、林地四权不落实,争地矛盾突出、生态效益补偿缺位等问题.在存在问题原因分析的基础上,提出了加强法制观念、建立健全管理体系、规范流转行为、对林地征占用实行预审制、加大执法力度,实行以法治林等林地管理措施.The paper analyzes the problems at present existed in forestland resources management in Yunnan, which refer to delayed acquirement, updating and management of forestland resource information, rising tendency of forestland for worse, land conflict, four rights with non-implementation, shortage of ecological benefit compensation and etc. Based on this analysis, it proposes the measures for forestland management, which concern strengthening the legal awareness, perfecting the management system, standardized circulation behavior, pre-auditing forestland occupation, all of which are to achieve the purpose of improving forest in accordance with laws and legislations.
