摘　　要：西部开发势头良好,效果明显,但同时也暴露出不少问题。陕西应围绕发展理念创新,进一步提高战略的科学性;围绕产业发展创新,做大做强特色经济;围绕制度、机制创新,塑造有活力的微观主体结构;围绕政府职能创新,健全和完善民生公共服务体系;积极争取中央政府对陕西发展的支持,以加快陕西西部大开发战略的实施。Though the trend of west development is good, and the effect is obvious, but at the same time, also a lot of problems appear. Shaanxi should develop based on innovation concept and further promote scientific strategy;centred on developing innovation and set up characteristic economy; On the basis of system and machinemade innovation, it is necessary to mould the vigour microscopic main structure;, Around government function innovation, to improve and perfect the public service system; Strive for the support of central gov eminent for Shanxi development actively in order to accelerate Shanxi west development.
