摘　　要：目的:述评宁夏回族自治区药品"统一招标、统一价格、统一配送"("三统一")改革。方法:概述宁夏回族自治区药品"三统一"改革的脉络,并从我国药品集中招标采购政策目标的扩展、基本药物制度建设,以及存在的问题与对策等角度进行述评。结果与结论:宁夏回族自治区药品"三统一"的改革固化了药品集中招标采购的降价功能,有利于基本药物制度的建设,但仍存在一些问题有待改进。OBJECTIVE. To summarize the experiences of Ningxia＇ s drug tender policy reform in unifying tender operation, price, and distribution （＂Trinity＂ reform） . METHODS： Review of the reform process with discussion from the perspective of extension of tender policy ob）ective, essential medicine policy as well as existing problems and corresponding countermeasures. RESULTS ＆ CONCLUSIONS： In addition to the functions that Ningxia＇s ＂Trinity＂ reform of drug tender policy solidifies the price- lowering role of drug tender policy and benefits the construction of essential medicine policy, the reform still needs to be improved with regards to some existing problems.
