摘　　要：不同的文化背景对"治理"一词内涵的理解也不同。作为二战以来基本的政治—行政概念,现代治理观经历了从公共管理向公共治理的转变,成为现代治理的标准化、制度化的基础。Different cultural backgrounds have different tmderstanding of the implication of the word rule. As a political and administrative concept since world war Ⅱ, modern ruling concept has gone through the transformation from public management to public rule, becoming the standardized and institutionalized basis of modem rule.
