摘　　要：依法治国,发展社会主义民主政治,必须适应中国特色社会主义事业"四位一体"的总体布局的客观需要,增强科学执政、民主执政、依法执政的自觉性和坚定性。全面落实依法治国基本方略,加快建设社会主义法治国家,必须弘扬法治精神,维护法的权威;牢固树立社会主义法治理念;强化公民意识,提高公民素质,为推进科学发展、促进社会和谐提供有力的法制保障。Rule by law and the development of socialist democracy should be in line with the general planning of the socialist cause with Chinese characteristics, involving economic, political, cultural and social development. And it is required to enhance the initiative and determination in scientific governance, democratic governance and governance by law. To fully implement the fundamental strategy of goveming the country by law and to accelerate the development of the socialist country govemed by law, the spirit of rule by law has to be carried forward and the authority of law has to be maintained. It is necessary to establish firmly the socialist concept of rule by law. And it is highly recommended to improve people＇s law awareness and quality so that a powerful legal system is provided for boosting the development of science and promoting social harmony.
