摘 要:水资源是粮食生产的重要物质条件,水资源经济价值核算是科学管理水资源、制定合理水价和形成灌区有序水市场的基础。目前国内尚无关于水资源经济价值统一而权威的核算方法,更不必说针对粮食生产中的农业水资源经济价值核算的研究。该文依据收益还原法基本原理,采用C-D生产函数理论构建了粮食生产中的农业水资源经济价值核算方法体系,并以黄淮海地区为例进行了实证分析。结果表明:黄淮海地区主要作物生产中,水稻生产的水资源纯收益最高,玉米次之,小麦最低;黄淮海地区农业水资源的平均经济价值为1.02元/m3,各省(市)之间略有差别;当前,在实际的粮食生产过程中,农业水资源经济价值被严重低估。Water resource is the most important material condition for grain production. The economic accounting of water resource is the basis for the management of water resource and the establishment of reasonable price and ordered market. At present, there has no unified and authoritative accounting method for economic value of water resource, needless to say the study on the agricultural water resource in grain production. Based on basic principle of income capitalization approach and the C-D production function, economic value method for accounting of water resource in grain production was established, and Huang-Huai-Hai Region was taken as study case. The results show that the net income of water resource is in order of that in rice production, maize production and wheat production. The average economic value of water resource in grain production in Huang-Huai-Hai Region is 1.02 yuan/m^3, and there is a little difference among different regions. In fact, the economic value of agricultural water resource was seriously underestimated.
