摘　　要：创新型国家建设需要以知识产权制度的有效实施为法制保障。在全球化趋势下,中国的创新型国家建设必须在价值目标方面促进知识产权制度的合理性,在社会基础方面改进知识产权制度的适应性,在规范体系方面推进知识产权制度的系统性。Construction of the Innovating Country need the legal guarantee about the efficacious enforcement of IPR system. In globalization, China should promote the rationality of WR system in the respect of value object, and improve the adaptability of IPR system in the respect of social foundation, and advance the systematicness of IPR system in the respect of norm system during its construction of the Innovating Country.
