摘　　要：结合资源枯竭型城市——阜新市的经济转型,对阜新市的严重缺水状况和水资源形势作了全面的回顾和分析,并提出了以"开源节流并重,以节水为本"为原则的可持续利用战略。Combined with the economic transformation of resources exhaustion city-Fuxin City, the serious water shortage and situation of water resources in Fuxin City have been completely reviewed and analyzed, and the strategies of sustainable utilization of the principles ＂opening water source and saving water both recognition but based on the water saving＂ are put forward.
