摘　　要：在我国民间组织作用发挥有限，NGO目前的困境是阻隔中国民间组织发展的一道鸿沟。这一困境主要源于民间组织双重管理体制，还有民间组织自身建设等方面存在的问题。对此，文章提出构建一个科学的民间组织准入制度，建立各级政府和民间组织之间相对独立的合作伙伴关系，提出了进行制度创新、解决资金短缺问题等政策性建议。Civil organizations are a group of force in building a harmonious society. However, because of independence scrape, civil organizations play limited role in China. This scrape results from the double management system of civil organizations and the construction problems of themselves as well. This paper introduces the ideas of constructing a scientific admittance rule for civil organizations and building independently cooperative relationships between governments and civil organizations. Besides, some suggestions such as system innovation and solution to shortage of funds are raised.
