摘　　要：改革开放以来,我们在经济体制和所有制问题上实现了许多重大的理论创新,但在分配理论方面却始终没有实质性的突破:一方面,我们虽然逐步摒弃了马克思按劳分配理论所设想的社会主义分配制度的具体形式,纠正了收入分配中的平均主义;但另一方面,在把收入分配市场化的过程中又导致了收入差距的扩大化,背离了马克思按劳分配理论所阐述的社会主义分配制度的本质要求。党在十七大首次提出,"初次分配和再分配都要处理好效率和公平的关系,再分配更加注重公平",要"提高劳动报酬在初次分配中的比重"。明确初次分配在坚持按要素贡献分配时,要侧重对劳动要素产权的保护和倾斜,体现了市场经济要求与社会主义按劳分配本质要求的统一;明确再分配更加注重社会公平,在坚持保障原则的基础上,引入共享原则,体现了社会主义共同富裕的本质要求。从而把效率与公平统一起来,实现了社会主义分配理论的重大突破。Ever since China＇s reform and opening-up policy, there have been many great theoretical innovations. However, there has remained no real breakthrough in the theory of distribution. On the one hand, although the concrete forms of socialist distribution system described in Marxist theory of distribution according to work have gradually been abandoned and the equalitarianism in distribution has been rectified. On the other hand, the income differences during the income marketing have been widened, which is against the nature of socialist distribution system described in Marxist theory of distribution according to work. The report made at the 17th National Congress of the CPC stated for the first time, ＂A proper balance will be struck between efficiency and equity in both primary distribution and redistribution, with particular emphasis on equity in redistribution and raise that of work remuneration in primary distribution.＂ It firmly pointed out that while primary distribution should stick to distribution according to essential contribution, the protection of work essential property should also be emphasized. This show that the unity of market economy and nature of socialist distribution according to work. The report insisted that with particular emphasis on social equity in redistribution, which shows, in the principle of insurance and share, the essence of socialist mutual well-off, so efficiency and equity would be integrated. This is s great breakthrough in the theory of socialist distribution.
