摘　　要：养老基金是社会保障基金重要的组成部分,其运营效果直接关系着亿万退休人员的生存,更关系到社会的稳定和发展。分析了养老基金的营运流程,并提出完善养老基金营运主体之间权利配置的对策建议。The old-age insurance funds is an important component of the social security fund, The operating results is not only directly rela,：ed the survival of millions of retires, but also to the smooth progress of reform, development and social stability. The article analyzes the pension funds operating procedures, and gives some countermeasures to improve the distribution of power between the main pension fund operators.
