摘　　要：首先介绍了 IC 的概念与类型,然后从实体层的核心构成要素、虚拟层的资源建设和网站建设以及支持层的组织模型、IC 服务队伍三个方面论述了 IC 的构建,最后对 IC 组织与管理中的 IC 人员培训和服务质量评价进行了探析。This paper firstly introduces the definition and types of the Information Commons （IC）, then discusses its composition and implementation from three aspects including the main inscape of physical entity, resources and web site building of virtual space and organization model, IC staff of supporting elements. Finally analyses the training of IC staff and the service evaluation.
