摘　　要：本文认为,债券市场是金融生态圈中一个重要的子系统,按照生态金融的要求,债券市场内部各子系统之间应实现良性互动;但目前我国债券市场各子市场发展非常不平衡,其表现之一是尚未建立与地方政府融资需求相一致的市政债券市场。从我国金融运行的实际情况来看,与市政债券发行相关的制度环境、法律环境、市场环境等已经基本具备。此外,地方金融发展状况对于我们评判地方政府信用水平、地区经济和金融发展状况以及地区法治情况提供了有益的视角,也为我们发展市政债券研究开拓了新的视野。Bond market is an important sub-system of financial ecosphere. According to the demand of ecology finance, all sub-system of bond market should develop sustainable. However, the sub-market of our bond market have an unbalanced development, such as, we haven＇t set up the municipal bond market which matched the finance demand of local government. At present, from the view of financial operation of our country, the related system environment, legal environment, market environment have been provided with. Additionally, difference from local financial ecological development and the conditions of the issuance have also broadened our view of municipal bond.
