摘 要:规划本身具有服务与指导房地产业的双重作用。针对曹妃甸工业区这一类完全新建而又相对独立的区域,以房地产市场带来的社会总价值是否最大化、居民对于住房选择权力是否能够得到保证、有限的土地资源是否最经济开发作为基本的判断标准;以规划对房地产市场的作用作为政策问题;以经济学中供给与需求分析作为基本分析方法,明确此类公共政策的价值观——利益分配,强调公共政策的价值标准——政治公正、经济效益、社会可行,然后制定出一系列具有针对性的公共政策。This paper focus on those districts as Caofeidian industrial area, which most special character is newly built and totally seporated from other urban area. Set three estimate standards such as whether the social value causing by the realty market is maximize, whether the residential have their ability to choose their living condition, and whether the limited land resources have been developed effectively ; this paper considers the planning effort on the realty market as policy problem, takes supply and need analysis in the economic theory as basically method. This paper wants to make it clearly that the value standpoint of these kind of public policy is benefit distribution, emphasis that the value standard of these kind of public policy is policy justice, economic benefit, and social feasible.
