摘　　要："分税制"等一系列配套改革把地方政府塑造成了只关心自身利益的"牧羊人"。其激烈竞争可以推动经济高速增长,但使人关注眼前利益而无法解决治污的外部性难题。地方政府之间的非合作博弈直接导致了今天的公用地灾难。其化解之道只能通过建立地方政府互信合作机制合理分摊治污费用。The reforms in the system of tax distribution has made local governments become sheepherders who always care only about their own interest. Although cut-throat competition among these sheepherders can promote rapid economic growth, such competition that focus too much on current interest can＇t deal with externality of curing pollution. Non-cooperative games among local governments cause ＂The Tragedy of the Commons＂. The feasible way to solve the problem is to establish the system of trust and corporation to apportion the expenditure on enviromnental protection.
