摘　　要：全国文化信息资源共享工程建设所需资金全部由中央和地方政府拨付专项财政性资金予以保障,具有来源单一化特点,在实际操作中存在弊端,因此有必要构建全国文化信息资源共享工程资金保障体系。这是新形势下和谐财政建设的内在要求、是文化信息资源共享工程"公共产品"特性的经济学要求,具有重大意义。构建文化信息资源共享工程资金保障体系要坚持政府主导、统筹协调、多元化构建、加强监督的原则。遵循建立科学的政府投入机制、完善文化事业建设费政策、吸引社会资金的积极参与、努力争取国际资金的支持4点基本思路。The fund of Cultural Information Resources Sharing Project is almost allocated by central and local governments. The source of fund is single and some faults exist in practical operation. So it is necessary to construct financial safeguard system of Cultural Information Resources Sharing Project which is inherent requirement of harmonious financial construction in the new situation and also the economical requirement of Cultural Information Resources Sharing Project as a kind of public goods and has great significance. Constructing the financial safeguard system of Cultural Information Resources Sharing Project, we must insist the principles of government leading, good coordination, diversified construction and enforcing supervision. We must follow the four basic routes： setting up scientific govemment devotion mechanism, improving the policy of constructing cost of cultural career, attracting social fund, striving for the support of international fund.
