摘　　要：我国新型农村合作医疗中最大的难题是资金的筹集问题。从广义的角度来看,资金筹集问题主要表现在资金的筹措、资金的监管和资金的支付三个方面,而这与新型农村合作医疗制度自身设计的缺陷、基层政府的信任危机、经济发展的不充分特别是县域经济发展的滞后以及法制的不健全紧密相关。为解决这些问题,需要完善我国当前的新型农村合作医疗制度,加强服务型政府和透明型政府建设,加快经济发展,健全相关的法制。The biggest problem of the New Type of Rural Cooperative Service in our country is the financing problem at present. The financing problem is mainly how to collect the funds, supervise and manage the funds, pay for the money, and so on, from the general point, because of the defect of the bureaucracy in designing the New Type of Rural Cooperative Service, the crisis of the credit of the basic government, the unfull development of the economy, especially the county economy, and the unperfect legal system. In order to solve these problems, we need to improve the bureaucracy of the New Type of Rural Cooperative Service, strengthen the construction of the Servicetype Government and the transparency-type Government, develop the economy and improve the relative legal system.
