基础设施性质与基础设施项目投融资模式关系研究

摘　　要：文章首先整理基础设施概念及内涵,接着在基础设施项目的国民经济评价、财务评价、社会评价及环境影响评价的基础上,综合分析了基础设施项目经营性与公共性的程度。然后,就具体项目融资模式进行基本介绍,具体分析了各种投融资模式的性质特点。最后得出项目投融资模式与基础设施项目经营性与公共性的程度的对应关系,此关系模型为政府基础设施投融资决策提供了直观的理论参考意义。At first, the paper discusses the conception and its connotation, and synthetically analyzes project public commonalty and project business profitability by concerning infrastructure project appraisement from national economy aspect, financial prospect aspect, social effects aspect and environments effects aspect. Secondly, it gives the introduction of each pattern of project financing which is government direct financing （GD）, Private Finance Initiative （PFI）, Building Operation transfer （BOT） , Transfer Operation Transfer （TOT）, Asset-Backed Securities （ABS）, and Public Private Partnership （PPP）. And it discusses the attributes of each kind of financing. Finally, it gives the corresponding relationship model of infrastructure project attributes and project financing patterns. The relationship model is of theory reference value on government making decision on infrastructure construction .
