山东服务业发展制约因素分析

摘　　要：山东如何又好又快地发展服务业,成为全省上下迫切需要解决的一个热点问题。到目前为止,许多专家学者对影响山东服务业发展的因素从需求、供给两大方面进行了论述,侧重分析了八大制约因素:观念落后、收入水平低、城市化水平低、市场化程度低、投资少、人才缺乏、体制性约束、经济发展模式的粗放性等。可谓山东服务业发展缓慢是一果多因。当前,进一步探讨山东服务业发展制约因素,对山东又好又快地发展服务业,落实科学发展观,建设和谐社会具有重要的现实意义。It has been a pressing hot issue for Shandong Province to develop its service industry effectively and efficiently. So far, many related experts, from the perspective of demand and supply, have elaborated 8 restriction factors that affect the development of service industry in Shandong province： namely, idea backwardness, low income, low urbanization, low marketability, small investments, lack of talents, institutional restraint, and extensive pattern of economic development. All these factors contribute to the same result. Today, with the successful convene of the 17th Conference of Chinese Communist Party, further discussion of restriction factors in the development of service industry in Shandong province exhibits great importance in developing service industry effectively and efficiently, carrying out the scientific development concept, and constructing a harmonious society.
