摘　　要：皖北地区经历了辉煌而发达的远古和中古时期,但在近千年的自然灾害冲击下,产业发展滞后,人力资本投资不足,形成了根深蒂固的贫困文化。反过来,皖北的贫困文化又严重制约了当地经济发展。因此在新时期要发展皖北,必须要改造当地的贫困文化以适应现实的需要。The economy in Northern Anhui was flourishing during Far Ancient Period and Middle Ancient Period. However, assailed by the frequent shock of natural disaster for almost a thousand years, the industry now is backward and the investment of human capital is insufficient. As a result, culture of poverty is deeply rooted, which seriously hinders the development of the local economy. Therefore, it is necessary to reconstruct the culture of poverty in northern Anhui for the development of economy in northern Anhui.
