摘　　要：文章对于行政指导特殊的强制性进行了论述,笔者结合行政指导的基本理论以及产生的背景理想化的对于行政指导的具体行为进行了阐述。最后笔者通过实际案例,对于行政指导与行政目的之间关系进行论述,试图解释现存的一部分行政指导所产生的问题和解决方法。The article for the special administrative guidance to the mandatory exposition, the author of the guide＇s basic theory and the background idealized specific guidance for the conduct described. Finally the author through practical case for the purpose of the guidance and discusses the relationship between, trying to explain part of the existing administrative issues arising from the guidance and solutions.
