摘 要:黑河流域地处西北内陆干旱区。近十几年来,由于中游地区经济发展,用水量增加,进入下游的水量大幅度减少,致使下游生态环境急剧恶化。本文依据分水目标,采用资料收集和实地调查相结合,应用优化配置理论,对水资源量进行了系统分析和评价,提出了切实可行的水资源宏观调控方案,阐明了中游应加强引输水工程改造、大力推广田间节水工程、充分利用巨厚含水层的调节功能,优化开采地下水,走开源与节流并举的道路。The Heihe River basin is located in an arid endorheic area in northwest China.In the recent ten years, because of the economic development and water consumption increase in the middle reaches of the rive, water entering the lower reaches has reduced considerably, cause a decrease in the ecological environment of the lower reaches. On the basis of water division scheme as well as data colleted and field investigation and using the theory of optimal distribution, this paper makes a system analysis and evaluation, and puts forward a feasible water resource macrosciouc adjustment and control scheme. It expounds that the middle reaches should be strengthened, gruided with input water project transformation, popularizes the water-saving project by fully utilizing the regulating function of the huge thick water-bearing strata, optimize exploiting groundwater resources and increasing and reducing water sources.
