转型期我国居民收入分配不公的根源及其治理--以利益输入为视角

摘　　要：在社会利益日益分化的情况下,当前基于群众路线的权力精英"内输入"机制由于其间接性、滞后性、不规范性和低回应性,极易导致收入分配领域的利益输入失衡,具体体现为利益输入主体能力的差异性、利益输入机会的不均等性、利益输入组织发育的不平衡性和利益输入效果的非均衡性,这是转型期我国居民收入分配不公的深层原因。要解决这个问题,必须构建内部输入和外部输入相结合的利益输入模式,规范强势群体的非制度化的利益输入行为,提高低收入群体的利益输入能力,健全利益输入的反馈回应体系。In the circumstances of increasing polarization of social interest, the shortages of existing mass line based ＂internal inputting＂ of the power elite, including its indirectness, backwardness, one-sidedness of subjectivity and low response cause the unbalanced interest inputting, and further lead to the different interest inputting abilities among interest groups. These are the root causes for the unfair income distribution in the transitional period of China. For resolving this problem, it is necessary to establish the balanced interest inputting mechanism which combines the internal inputting with the outside inputting to restrict the unsystematic interest inputting behavior by the superior group, to increase the interest inputting ability of the vulnerable group and to build up a fair feedback system for interest inputting.
