摘　　要：南盘江上游水污染综合防治规划遵循大系统分级递阶原理，强调综合性，突出可操作性，保证科学性和先进性，体现滚动性。鉴于规划区水污染严重，水资源供需矛盾尖锐，水质水量交互影响，水环境问题趋于恶化，应加强对工农业发展的领导，进一步促进污染治理，提高用水效益，强化水环境综合管理。The water pollution comprehensive treatment planning of the Nanpan River's upper reach obeyed the classification principle,emphasized the comyrehensiveness and operativeness.It also garanteed the scientificness and advance.The water environment is deteriorating in view of the serious water pollution,the sharp conflict between the water supply and demand and the water quantity.In the future,we should strengthen the guidance for industry and agriculture,promote the pollution control,improve the water benefit and manage the water environment comprehensively.
