摘　　要：多目标评价决策方法的科学性直接影响评价结果的公正性。运用基于层次分析法的数据包络分析方法,建立了主客观集成的多目标综合评价模型。该模型方法不仅弥补了传统数据包络分析法不能有效区分有效决策单元的不足,而且克服了当前很多决策方法主观性强的弱点,其评价结果更加全面、更加符合客观实际情况。Whether the multi-objective assessment method is scientific directly affects the impartiality of the assessment results. By introducing a model of data envelopment analysis（DEA） based on analytic hierarchy process（AHP）, this paper presents a multi-objective comprehensive assessment model integrating objectivity and subjectivity,which not only remedies the shortcoming that the traditional DEA can not effectively distinguish the efficient DMUS hut also surmounts the weakness of strong subjectivity that many assessment methods possess, so the evaluation results should be more overall and more objective.
