摘　　要：乡村旅游发展的实践证明,它具有促进农村产业结构优化的功能,但在发挥这一功能方面它也面临很多困难和问题。为了规避或矫正乡村旅游在此方面的不足,发展乡村旅游时,必须加强整体规划和机制设计,提高乡村旅游地农民的参与范围和程度;提高建设规划水平,在保持乡村整体风貌的基础上进行标准化建设;充分利用价格机制,调节游客流量;充分发挥社区和乡村旅游合作经济组织的作用,克服乡村旅游经营分散性带来的弊端;加大政府的指导和管理力度,保证乡村旅游健康持续发展。The practice of developing rural tourism has proved that,as expected, the development of rural tourism help optimize industrial structure in rural areas. But at the same time it also face a lot of difficulties and problems in playing that role. In order to avoid or solve these difficulties and problems , in the course of developing rural tourism, we should promote the participation of peasants by the overall planning and design of mechanisms; raise the level of construction planning to enhance standardized construction on the basis of unchanged overall village outlook; make full use of the price mechanism to regulate the flow of tourists; giving full play to the rural community and rural economic cooperation organization in tourism to overcome the defects which derive from the fragmentation in running rural tourism; increase the government＇s guidance and management to guarantee a sustained and healthy development of tourism.
