摘　　要：中国的排污权交易制度设计要体现效率与公平,市场与政府、制度与技术相结合的原则,要完善排污权交易制度的框架,制定交易规则,建立交易绩效评价体系,通过排污收费制度与排污权交易制度的衔接,确立配套的经济激励机制,从而保障排污权交易制度的顺利实施。Chinese pollution discharge right business system designs the principle needing to embody efficiency combining with the government, system and technology each other with fairness, the marketplace, is going to perfect pollution discharge right business system frame, to work out business regulation, build the business achievement effect appraising system, linking up by rating system for pollutant discharge and pollution discharge right business system, smooth establishing supporting economy incentive mechanism, ensuring pollution discharge right business system thereby is put into effect.
