摘　　要：目前的治污手段主要有管制、课税、污染权交易三类。本文在比较分析各种治污手段效应的基础上,建立了治污手段的优化选择模型,并对其进行静态分析和比较静态分析,从而确定各种治污手段的适用条件和范围,并在此基础上提取它们对于我国治污选择的启示性意义。On the base of analyzing and Comparing to function mechanism of Pigouvian-tax, Pollute-right trading and Controlling, I will Carry on Static analysis and Comparative static analysis, confirm environmental protection terms and range that means implemented. I will Set up and optimize the model of choosing and choose the concrete conditions of our country on the basis of model.
